The $2.70 Glove That Cost Us Thousands: A PPE Procurement Post-Mortem

Six years of managing a $180K safety budget taught this procurement manager that the cheapest quote is rarely the cheapest outcome. Inside: why unit-price thinking drives overruns, compliance fines, and worker distrust.

Every January, I have the same conversation with finance. "PPE line items grew 12% again. Vendor blamed raw material costs." And I nod, forward the email, approve the increase. That was three years running before I understood the real problem.

I'm a procurement manager at a mid-size industrial facility. I manage about $180,000 a year in safety spending. And for the first few years in the role, I was treating the symptom—rising PPE costs—instead of asking why our consumption kept growing. The answer, when I finally found it, was uncomfortable: we were buying on unit price, and it was costing us more than any savings we got at checkout.

The Surface Problem: Everyone Thinks They're Being Smart

From the outside, PPE procurement looks straightforward. Get three quotes, compare unit prices, pick the low bid. What could go wrong?

A lot, as it turns out. The lowest quote is only the cheapest if the product does the job, for the stated lifespan, without creating issues elsewhere. In PPE, that combination is rarely met by the cheapest option.

Why I Changed My Mind: The Glove Comparison

In early 2023, I compared quotes for cut-resistant gloves across several vendors. Vendor A quoted Ansell coated cut resistant gloves at $9.50 per pair—these were from the HyFlex line, which is one of the most well-known Ansell brands in industrial settings. Vendor B quoted an import alternative at $6.80 per pair.

The savings looked clear: $2.70 per pair. On our annual volume, that was roughly $5,400. I was ready to sign off on Vendor B when our safety manager stopped by with a question I couldn't answer: "How long do the cheap ones last in the receiving area?"

He knew, because we had trialed both. The import gloves lasted about two weeks before the coating began to peel. The Ansell coated cut resistant gloves lasted five to six weeks in the same work.

Here's the math nobody puts on a quote sheet: at two weeks per pair, the cheap gloves cost $3.40 per week of protection. At six weeks per pair, the Ansell option cost about $1.58 per week. The "expensive" glove was half the cost per week. That was the moment I stopped believing unit price was the right metric. I only understood after ignoring everyone who told me otherwise and eating the difference for three years.

The Layer Nobody Budgets For: Compliance

The glove example was about durability. But there's a more dangerous way the unit-price trap plays out.

In late 2023, a worker in our chemical mixing area reported skin irritation after handling a solvent blend. Not severe—no lost time—but it triggered an internal review. Two months later, when an OSHA inspector visited for a routine audit, they asked to see our glove selection documentation. We had purchase orders. Nothing else. No chemical compatibility assessment. No permeation data.

OSHA hand protection standards require employers to select gloves based on an evaluation of the hazards and the performance characteristics of the protective equipment relative to the tasks. We had chosen gloves that met ANSI/ISEA 105 cut resistance levels. But the hazard in that area was chemical, not cuts. We selected the right product category for the wrong hazard, and we couldn't document that we had even done that.

The fine was $7,500. The more expensive cost wasn't the fine. It was the EHS coordinator's time spent rebuilding our documentation, the insurance follow-up, and a quiet shift in the plant floor's attitude. Workers started double-gloving. Some bought their own gloves because they didn't trust ours.

Footwear: The Blind Spot in Most PPE Programs

I see the same unit-price logic applied to work boots, and it's equally short-sighted. Boots get treated as commodities because workers wear them out anyway. If they're going to be replaced, the logic goes, why spend more?

Because comfort and fit aren't perks. A $40 boot on a concrete floor for 10 hours doesn't just make workers tired. It creates slips, bad posture, and long-term foot and knee problems that show up on insurance claims, not on PPE spreadsheets.

Milwaukee work boots and Avenger work boots exist for this reason. The market is segmented by environment, and the lifecycle cost of the right boot is almost always lower than the cheap alternative. Our welding crew does better with one style, our warehouse crew with another. When boots match the environment, they last longer and workers replace them less often.

I also get questions about Brunt work boots. Workers see the marketing and ask, "Who sells Brunt work boots near me?" The honest answer from my chair: I can't speak to Brunt, because we don't use them. But if you're evaluating them, the question isn't just who stocks them—it's whether a local distributor can replace them quickly when a pair fails. A boot you can't replace in a day isn't an asset to your supply chain, whatever the upfront price says.

The Actual Cost of the Problem

In late 2023, after the compliance incident, I audited our PPE spending across four years. The results were humbling.

Three findings stand out:

  1. Replacement purchases drove roughly 60% of our budget overruns. We weren't buying more PPE because the company grew; we were buying more because cheap items failed sooner.
  2. Productivity loss was quietly substantial. Workers walking to storage, exchanging gloves, dealing with boot discomfort—I estimated about $18,000 a year in indirect labor, based on tracking these interruptions over a typical week.
  3. Compliance risk was the largest threat of all. The $7,500 fine was small compared to the potential legal and medical costs if the chemical exposure had been worse. A single serious hand injury from ill-fitting gloves can cost tens of thousands in direct costs and unsettle the workforce in ways that don't appear on any invoice.

Not ideal. Workable, but not ideal. We were paying more, per week of protection, for worse outcomes.

What We Changed: Total Cost of Protection

We didn't switch to the priciest products on the market. We built a different decision framework and turned it into policy.

A few key changes:

  • Three quotes minimum, but total cost decides. The quote is only the opening position. We calculate expected lifespan, replacement frequency, and compliance requirements before we approve anything.
  • Compliance verification up front. Every glove must be checked against the actual chemical compatibility charts and ANSI/ISEA cut ratings for the task. Every boot must meet ASTM F2413 if impact or compression hazards are present.
  • Worker feedback is mandatory. If workers won't wear the PPE, the cheapest option is worthless. We brought a glove trial process in-house and let the end users vote.
  • Standardized the approved product list. For hand protection, we standardized on a handful of Ansell brand models—the coated cut resistant line for handling tasks, chemical-resistant options for the mixing area, and so on.

The result after one year: our PPE budget dropped about 11%, despite higher unit prices. We reduced our distributor count from three to two—one primary, one backup—which shortened lead times. Defective-product complaints nearly vanished. The total-cost approach cost us nothing except old habits.

Where This Advice Does Not Apply

I can only speak to our context. We're a 200-person industrial facility with predictable hazard profiles. If you're running a hospital, a farm, or a four-person construction crew, the calculus is different. International buyers will have different regulatory baselines—EN standards in Europe, for example.

Take the specific numbers with a grain of salt. I'm not 100% sure the findings generalize across industries, and our experience reflects one company's data. But the underlying principle does seem portable: the cheapest option is the one that does the job, for the right lifespan, without creating hidden costs elsewhere.

The Bottom Line

Not every higher-priced option is better. Not every budget brand is a trap. But the decision framework matters more than the price tag.

The question I ask now for every PPE purchase is simple: What is this product supposed to protect against, how do I verify it does, and what does each week of protection actually cost?

Get that right, and budget overruns take care of themselves.
