Who Is Responsible for Providing PPE? A Purchasing Manager's Honest Answer

PPE responsibility is one of those questions that sounds simple until someone gets hurt. A purchasing administrator shares the expensive mistakes, the OSHA requirements, and the process that actually fixed their safety program.

When our operations manager walked into my office in 2021 and asked, “who is responsible for providing PPE?” I thought she was joking. She wasn’t.

Ten minutes earlier, a maintenance worker had spilled solvent on his hands. He was okay — mostly because he pulled away fast. The gloves he was wearing, generic stock from the supply closet, broke down on contact. That near miss didn’t hurt anyone. It did start a meeting where nobody could answer the question: whose job was it to make sure this never happened again?

HR called it an operations problem. Operations called it a purchasing problem. I said purchasing could only buy what we were asked to buy. Finance asked why there wasn’t a PPE line item in the budget.

Finance’s question was the sharpest one. We were spending real money on gloves, glasses, and safety shoes for roughly 400 employees across three facilities, but we treated those purchases like office supplies. Nobody owned the outcome.

The legal answer is the easy answer

If you search “who is responsible for providing PPE?” the regulatory answer is clear. According to OSHA (osha.gov), under 29 CFR 1910.132, employers must provide PPE and pay for it — at no cost to the employee. The same regulation requires a hazard assessment to identify what PPE is actually needed.

So legally, it’s on the company. Done.

But I learned that the legal answer and the operational answer are two different things. “Providing PPE” sounds like a simple purchasing step. You buy gloves. You hand them out. The hard part is everything after that:

  • What chemicals are actually handled in each area, and which glove material resists them?
  • Which tasks need cut resistance, chemical resistance, or just basic abrasion protection?
  • Who verifies that the “safety shoes” an employee bought online actually meet ASTM F2413?
  • What do you do when workers won’t wear the equipment because it fits poorly or makes the job harder?

In my experience, these questions get skipped until after an incident. Too often, the company answer to PPE responsibility is “we bought the stuff.” The real answer needs to be “we matched the equipment to the hazard, trained people to use it, and verified it was compliant.” Those are not the same sentence.

Three mistakes that made our PPE program worse

Mistake #1: Trusting “chemical resistant” without reading the data

It’s tempting to think you can compare unit prices on chemical-resistant gloves and just pick the cheapest box. But the advice “buy the one that says chemical resistant” ignores one variable that matters more than price: resistant to which chemical, and for how long?

In 2022, our maintenance crew was using a solvent-based degreaser in the shop. I’d stocked a popular nitrile glove with a decent price and strong reviews. Within a month, a tech’s glove swelled and split while he was handling a degreased part. He got solvent on his hand. Not a serious injury, but close.

When the maintenance lead asked me for the glove’s permeation data, I had nothing. The product page said “chemical resistant.” It did not say which chemicals, or at what breakthrough times. The glove was designed for light splash against diluted solutions, not full contact with that solvent.

I only believed permeation data mattered after skipping that step cost me about $2,400 in wasted boxes, return shipping, and hours of cross-checking alternatives. Now I ask for the spec sheet before I ask for the price.

Mistake #2: Reimbursing “safety shoes” off Amazon without verifying the standard

The second mistake was more embarrassing because I should have caught it earlier. To make life easier for employees, we let them buy their own safety shoes and submit receipts for reimbursement. And where do most people buy shoes? Amazon.

One warehouse worker ordered boots from a third-party seller. The listing said “safety toe work boots.” The boots looked right. But they had no ASTM F2413 certification mark — just a tag inside claiming a steel toe. In 2023, a pallet jack rolled over his foot, and he was out for six weeks with a broken foot.

Was the injury ‘cause the boots were uncertified? I honestly can’t prove that. That uncertainty is exactly the point. When you buy protective gear from a retail marketplace, you often don’t know whether it meets a standard, who tested it, or whether it was counterfeit. The seller’s listing said it was a safety shoe. The shoe said nothing.

Most buyers focus on whether a shoe looks like a safety shoe and miss the actual performance standard. The better question isn’t “how much does the company reimburse?” It’s “can the supplier provide the ASTM F2413 documentation before we hand out a single pair?” We moved our footwear program to a managed distributor after that, and our workers’ comp premiums are finally coming back down.

Mistake #3: Choosing equipment without talking to the people wearing it

The third mistake almost feels obvious in hindsight. We once bought a heavier PVC glove for chemical tasks because it had excellent chemical resistance ratings. Nobody wore it.

Workers said it was too hot, too stiff, and they couldn’t grip small parts. Plus, after the solvent incident, they didn’t trust our judgment on gloves. So they used the old, thinner gloves and hoped for the best.

PPE only works when people actually wear it. Fit, comfort, and dexterity aren’t soft concerns — they’re safety features. Our mistake was treating workers as the end of the process instead of the beginning.

What the fix actually looked like

After the foot injury in 2023, I sat down with our VP of operations and said I wasn’t going to buy PPE like paper towels anymore. We needed a process. It took about a year, but here’s what actually worked.

We paid for a professional hazard assessment. An outside assessor walked all three facilities, mapped every task that required protection, and handed us a written matrix. That single step answered more questions than my last three years of vendor research. Suddenly we knew exactly which chemicals, tasks, and risk levels we were buying for.

We standardized on products with published performance data. We replaced the generic grab-bag inventory with products that could be matched to specific hazards. For chemical handling, we standardized on the Ansell Microflex chemical resistant gloves because Ansell publishes real permeation data for specific chemicals — not just a vague “chemical resistant” label. For warehouse work, the Ansell hi vis glove became our default because it combined an actual cut-resistance rating with the high visibility our forklift drivers had been asking about for years.

Honestly, brand wasn’t my first criterion. Data was. But Ansell was the vendor who put full specifications in writing without making me chase down third-party test reports. That transparency is what earned them the contract.

We made responsibility explicit. Our one-page policy now says:

  1. The company provides and pays for all required PPE.
  2. Operations enforces daily wear and reports gaps or issues.
  3. Purchasing selects PPE based on the hazard assessment and published standards.
  4. Employees can request alternative options for fit and comfort without penalty.

That’s it. It ended the blame game. People stopped asking who owns PPE and started asking whether the equipment we bought actually matched the task.

If you landed here because your company is trying to avoid the same confusion, I’ll save you the three-year detour. Legally, the employer is responsible for providing PPE and for assessing hazards. Practically, someone needs to own the documents, the standards, and the supplier relationships. If that someone is you, don’t accept vague labels. Ask for test reports. Ask for certification numbers. Ask, “what is this NOT rated for?” — that question reveals more than any brochure will.

Be careful with marketplace listings, too. Buying safety shoes or gloves from big retail sites can work, but you have to verify the product actually meets the standard. If the listing doesn’t show certification, assume it doesn’t have it.

And for the decision-makers reading this: budget for the right equipment, not just any equipment. The supplier who discloses all specifications and all real costs upfront often looks more expensive at first. They usually aren’t. A $12 box of gloves that fails is a lot more expensive than a $25 box that demonstrably does the job. I learned that the expensive way, so maybe you don’t have to.
